PT Elnusa Petrofin (EPN), a subsidiary of PT Elnusa Tbk (ELSA), was once again authorised to support Pertamina’s Ramadan Idulfitri 2025 Task Force (SATGAS). The task force runs from 17 March to 13 April 2025, playing a strategic role in ensuring national energy security. It is estimated that around 52% of people’s movement will increase during this period, with a surge in fuel demand reaching 12.5%. To ensure the smooth distribution of energy to all parts of Indonesia, Elnusa Petrofin optimises technology-based monitoring and control systems to ensure the safety, efficiency and reliability of energy supply during this crucial period.
In carrying out its duties, Elnusa Petrofin has prepared various strategies to support Pertamina in maintaining smooth energy distribution. In terms of Human Resources and fleet readiness, 7,240 Tank Car Crews and 2,070 Tank Cars have been prepared to support operations during SATGAS. Elnusa Petrofin ensures that all facilities, and operational vehicle units have gone through a calibration process, improved standards, and are in optimal condition.
In addition to regular Tank Cars, Elnusa Petrofin also provides Storage Petrol Stations in several locations as well as hundreds of MT Spot Charter units spread across SATGAS strategic points. Support for Tank Car operations is also strengthened by providing vehicle workshops, rest areas, and a team of standby mechanics to ensure the fleet remains in prime condition throughout the journey. Periodic health checks for the Tank Car Crew on duty, including Daily Fit to Work Check, Medical Check-Up, as well as the provision of vitamins and extra food, are also carried out to maintain the fitness of the drivers while on duty.
As a form of commitment to the safety and smooth distribution of fuel, Elnusa Petrofin implements a 24-hour monitoring system by optimising the strategic role of the Road Traffic Control (RTC) Team and the Area Distribution Control Centre (PKDA). These two teams play a role in assisting the Tank Car Crew (AMT) while on duty, monitoring fuel deliveries in real-time, and ensuring compliance with driving safety standards. The RTC team based in Jakarta collaborates closely with the PKDA Team spread across six operational areas, namely Medan (Northern Sumatra Region), Palembang (Southern Sumatra Region), Surabaya (Java, Bali. Nusa, Southeast Region), Balikpapan (Kalimantan Region), Makassar (Sulawesi Region), and Jayapura (Maluku Papua Region). With this system, Elnusa Petrofin can quickly detect potential operational constraints and intervene immediately to maintain smooth energy distribution.

Doni Indrawan, President Director of Elnusa Petrofin, affirmed that the optimisation of superior monitoring is a crucial element in maintaining the reliability of fuel distribution during the SATGAS Ramadan Idulfitri 2025 period. “We ensure that the entire distribution process is monitored in real-time through a strengthened monitoring system innovation. With AI-based monitoring technology and integrated control systems spread across 6 operating areas, it allows the RTC and PKDA teams to intervene quickly in the event of potential disruptions during delivery. The safety and smoothness of distribution is our top priority, especially in the period leading up to Eid al-Fitr, where the mobility of the community increases,” he said.
As part of its safety innovation, Elnusa Petrofin has integrated artificial intelligence (AI)-based CCTV and GPS Two-Way Communication in its Tank Cars (MT). This technology allows real-time monitoring of various aspects of driving safety, such as fatigue detection, warning if the driver is sleepy or yawning (yawning detection), monitoring seatbelt usage (seatbelt detection), as well as detection of unsafe driving behaviour, such as sudden braking or risky manoeuvres. If the system detects any potential safety violations or risks, the RTC and PKDA teams can immediately intervene through two-way communication with the AMT using GPS Two-Way Communication. Thus, risks due to driver fatigue or negligence can be effectively minimised.
In addition, Elnusa Petrofin has developed an Online Delivery Information system, which allows petrol stations and other stakeholders to track the position of Tank Cars in real-time, so that stock management at petrol stations can be done better.
Elnusa Petrofin also ensures the distribution of BBM/BBK by implementing a Build-up Stock scheme for petrol stations. With this scheme, fuel delivery is carried out earlier, namely H-1 from the receipt of orders, to anticipate spikes in demand and avoid potential delays in supply.
Elnusa Petrofin also coordinates with Pertamina Group and external parties, including security forces, and related agencies. This step aims to ensure that energy distribution remains safe, especially at strategic points that have high risk potential during the Lebaran homecoming period. “We continue to strengthen coordination with various parties to ensure energy distribution remains safe and under control. In addition to strict internal monitoring, collaboration with external parties such as security forces is a strategic step in anticipating potential disruptions during the SATGAS period,” added Doni.
